Quality Migrant Admission Scheme (QMAS)
QMAS is designed to attract high-skilled individuals from around the world to settle in Hong Kong, in order to enhance Hong Kong’s international competitiveness.
Applicants do not need to be employed in Hong Kong before arriving that they can settle in Hong Kong with their dependents (spouses and unmarried children under the age of 18).
Application Requirements
All applicants must meet the basic eligibility requirements before competing for quotas based on either of the two scoring systems set up by the scheme: the General Points Test and the Achievement Points Test.
The General Points Test has six scoring categories, while the Achievement Points Test has one scoring category.
The General Points Test has a minimum passing score, and applicants who choose to compete under the General Points Test should evaluate whether their personal qualifications meet the minimum passing score before submitting their application.
Admission Scheme for Mainland Talents and Professionals (ASMTP)
The scheme aims to attract outstanding and professional talents with recognized qualifications to work in Hong Kong to fulfil the needs of local talents and enhance the competitiveness of Hong Kong in the international market.
Applicants must possess special skills, knowledge, or experience that are needed which is lacking in Hong Kong. The incoming talents must be able to contribute to the daily operations of local enterprises and related industries to promote the economic development of the Hong Kong Special Administrative Region.
Application Requirements
Applicants must not have any serious criminal records;
Applicants must have a good educational background, typically a bachelor’s degree in the relevant field, but in special circumstances, possessing good technical qualifications, proven professional abilities, and/or documented relevant experience and achievements will also be accepted;
There must be a genuine job vacancy;
Applicants must have been genuinely employed in a job related to their academic qualifications or work experience, and it cannot be easily filled by a local person;
The salary and benefits (including income, housing, medical and other fringe benefits) must be roughly comparable to the prevailing market rates for professionals in Hong Kong at that time.
Immigration Arrangements for Non-local Graduates (IANG)
According to the regulations of Hong Kong Immigration Department’s, non-local students who have completed full-time courses assessed by local institutions and obtained degrees can apply to stay in Hong Kong or return to Hong Kong for employment according to non-local graduate employment arrangements. They can apply for permanent resident status after meeting the residence requirement of 7 years.

Applicants must upgrade their educational qualifications according to the requirements of the school;
Applicants must apply for a Master’s or Bachelor’s degree program approved by the Immigration Department;
Applicants must comply with the attendance rate of the school curriculum to complete their studies.
Top Talent Pass Scheme (TTPS)
TTPS aims to attract highly skilled professionals from around the world with extensive work experience and high academic qualifications to explore opportunities in Hong Kong.
The professionals is not necessary to be employed in Hong Kong before application. They need to fulfil the general immigration requirements and can be granted a stay of 24 months in Hong Kong without being subject to other stay conditions.
Application Requirements
Individuals with an annual income of HKD 2.5 million or above (or equivalent foreign currency) in the year immediately preceding the application.
Graduates from the world’s top 100 universities with 3 years of experience in the past 5 years: no quota;
Graduates from the world’s top 100 universities without 3 years of work experience: an annual quota of 10,000 people.
